Frank Ngoh holds an Executive MBA from Nanyang Technology University, MSc. Project Management and BSc. (Hons) Estate Management from the National University of Singapore.

During his 16-year tenure in EM Services, he had demonstrated versatile leadership capabilities in various roles and consistently delivered results.

He presently holds the position of Managing Director at EM Real Estate Pte Ltd, a subsidiary of EM Services Pte Ltd. EM Real Estate (EMRE) stands as one of Singapore’s largest student hostel management providers, offering premier living accommodations tailored to both local and international students, as well as working professionals. Additionally, it boasts a comprehensive portfolio of real estate-related services, encompassing Integrated Facilities Management (IFM), Valuation, Marketing, and Consultancy, among others.

Prior to his current appointment, he was the General Manager/Secretary of Tampines Town Council for 5 Years. As the highest executive, he led a team of 90 professionals and managed close to 80,000 units of flats. Throughout his tenure, he spearheaded multiple smart and sustainability initiatives, including pioneering projects such as the introduction of vertical farming in public housing, the establishment of a black soldier fly farm, and the implementation of innovative Eco-boards, etc.

Besides the aforementioned positions, he also assumed the role of Coordinating Manager for 15 PAP Town Councils. He had served as the primary liaison, representing the Town Councils in dealings with both government agencies and private entities. Notable, as the Job Recreation Program Lead for 15 PAP Town Councils, he championed the cause of 1,400 cleaners working in township and was awarded the May Day CBF Model Partnership Awards 2010 (Individual Category).


Frank has more than 20 years of experience in facilities management, project management, business development and marketing. Over the years, he has been invited to numerous conferences and seminars to share his knowledge and experiences as a thought leader. Additionally, he champions workplace safety through his appointment by Workplace Safety And Health Council as the Deputy Chairman for Workplace Safety and Health Council (Facilities Management) Committee.

As the President for Singapore International Facility Management Association (SIFMA), Frank hopes to advance professionalism for facilities management in Singapore. He had previously co-chaired the National FM Skills Framework Committee in collaboration with organisations such as BCA, JTC, and APFM. Currently, he chairs the SIFMA Accreditation Board for Facility Management Companies (CFMC) and Facility Management Experts (CFME). The board has accredited 37 FM Companies and close to 500 FM practitioners will also be accredited by end of this year.
